Two things the table hides. First, agency hourly rates are blended: the £120 an hour you pay often covers a mix of senior, mid and junior time plus project management. Ask what share of hours will be delivered by engineers with 5+ years of experience. Second, the remote agency and the body shop have similar rates and completely different outcomes. The difference is seniority and accountability, not geography.

What drives the price
- Scope, measured in workflows. Each end-to-end thing a user can do is roughly a week of senior effort. Five workflows is a 4-8 week MVP; fifteen is a four-month product.
- Blended seniority. A quote at £110/hour with 40% junior time is more expensive per unit of output than £150/hour of pure senior time.
- Design fidelity. Custom brand and motion design adds 20-40%. A component library gets you to market for a fraction.
- Integrations. Stripe and Google login are days; Open Banking, NHS systems or a legacy ERP are weeks.
- Project management overhead. Some agencies bill 15-25% of hours to PM and account management. Ask.
- Location. London carries a 20-35% premium over the regions for the same work.
IR35: why the engagement structure matters
Since the off-payroll rules moved responsibility to medium and large clients, many UK companies have become cautious about contractors. The key distinction:
- Individual contractor working like an employee (set hours, your equipment, no substitution, open-ended) - IR35 risk sits with you.
- Agency on a B2B services agreement with defined deliverables, the agency's own staff, and the right to substitute - outside IR35 by structure.

Fixed price vs. time and materials in the UK market
UK agencies increasingly push time-and-materials with a "discovery phase" first. For a first build, resist it. A good fixed-price quote includes a written scope with workflows and explicit exclusions, milestone demos, a change-request day rate, and IP transfer on payment.
For ongoing work after launch, a monthly retainer (a senior engineer at a set number of hours) is the cleanest model - and month-to-month terms mean you are never locked in.
R&D tax relief
Under the merged R&D scheme, subcontracted development can qualify where the work resolves genuine technological uncertainty. Routine builds do not. If your project has a real R&D component - novel AI pipelines, unusual data processing - ask the agency to document the technical challenges as they go; that documentation is what your accountant will need.
